PERTAMA-AMA DENGAN SANGAT MENYESAL ATAS PERILAKU APARAT POLRI YANG BIADAB, KAMI MENYAMPAIKAN RASA DUKA SEDALAM-DALAMNYA ATAS MENINGGALNYA ELIEZER ALUA, AGUS MURIB, EREMES TABUNI, DAN TEMAN-EMAN PADA PEMBANTAIAN WAMENA BERDARAH TANGGAL 6 OKTOBER 2000 ATAS KEBIADABAN DAN KEKACAUAN YANG DISEBABKAN APARAT KEAMANAN POLISI INDONESIA

 

KAMI MENGUTUK KEBIADABAN PEMERINTAH INDONESIA EDNGAN APAPARAT KEPOLISIANNYA.

 

 

MENGINGAT:    

1.      Kematian di pihak rakyat Papua terus berjatuhan sejak Presidium Dewan Papua menginstruksikan untuk mengibarkan Bendera Bintang Kejora, mulai dari Nabire, Timika, Maroke, Manokwari, Sorong, Port Numbay, dan kini Wamena. Ini sisah dari 200.000 yang sudah mati di tanah Papua sejak Indonesia aneksasi Papua Barat secara invasi militer.

2.      Kongress Nasional Papua II, 2000 telah mengamanatkan suara bulat atas nama demokrasi dan HAM mengukuhkan deklarasi kemerdekaan Papua Barat yang sudah dimaklumkan tanggal 1 Desember 1961.

3.      Presidium Dewan Papua (PDP) adalah wadah tunggal yang pertama dan satu-satunya yang dibentuk oleh seluruh rakyat Papua yang bertanggungjawab bukan hanya melobi ke luar negeri tetapi juga untuk mengamankan kekacauan yang terjadi di tanah Papua.

 

 

MEMPERHATIKAN:

1.      Bahwa perang yang pecah di Wamena dipicu oleh Aparat Keamanan yang justru mengacaukan. Polisi Indonesia bukan petugas keamanan, tetapi adalah petugas pengacau keamanan dan provokator.

2.      Bahwa tekad masyarakat Papua Barat untuk merdeka sudah bulat, tak dapat diganggu-gugat oleh alasan apapun juga, apalagi oleh Indonesia yang menjajah Papua Barat secara illegal.

3.      Walaupun tidak legal, kebiadaban aparat pemerintah, TNI dan Polri di tanah Papua sudah tidak dapat ditolerir lagi.

4.      Presidium Dewan Papua seolah-olah cuci tangan, tidak mau tahu-menahu dan tidak bertanggungjawab secara manusia Papua dalam prinsip cinta kasih dan damai. Karena banyak korban kekerasan TNI dan Polri tidak disikapi secara jelas dan tuntas oleh PDP.

5.      Seharusnya Polri justru melarang menaikkan Bendera Bintang Kejora tahun lalu, tetapi dibiarkan begitu saja. Tetapi sekarang Polri secara sepihak memberi perintah untuk menurunkan Bintang Kejora secara paks. Seolah-olah ada kerjasama PDP, TNI, Polri.

 

 

MEMPROTES DAN MENDESAK PRESIDIUM DEWAN PAPUA (PDP):

1.      AGAR PDP MENYAMPAIKAN KEPADA SELURUH RAKYAT PAPUA, KHUSUSNYA MASYARAKAT KOTEKA YANG SELAMA INI TERUS MENJADI KORBAN DARI PERMAINAN ELIT POLITIK DI TANAH INI UNTUK SECARA TEGAS MEMBERITAHU KAMI APAKAH PDP MEMPERJUANGKAN “M”, “O” atau “F”. DAN APAKAH TANGGAL 1 DESEMBER 2000 ADALAH TANGGAL KEPUTUSAN “M”, “O” ATAU “F” JATUH.

2.      AGAR SELURUH ANGGOTA PRESIDIUM DEWAN PAPUA TIDAK DIPERBOLEHKAN UNTUK PERGI KE JAKARTA SEBELUM MENYIKAPI DAN MENYELESAIKAN SECARA LANGSUNG KASUS WAMENA BERDARAH TANGGAL 6 OKTOBER 2000. PDP TIDAK BOLEH MENGULANG KESALAHAN MENGATASI KASUS SANGKUR MISTERIUS, SORONG BERDARAH, DAN PEMBANTAIAN WAMENA.

3.      KAMI MENDESAK PRESIDIUM DEWAN PAPUA UNTUK SEGERA MENGUNDANG PRESIDEN REPUBLIK INDONESIA, K.H. ABDURRAHMAN WAHID UNTUK LANGSUNG TURUN KE PAPUA DAN MENGINSTRUKSIKAN SECARA LANGSUNG DARI BIBIR BELIAU UNTUK MENURUNKAN BENDERA BINTANG KEJORA SEKALIGUS ALASAN-ALASAN HUKUM DAN POLITISNYA.

4.      KAMI MENDESAK AGAR JANJI PADA WAKTU DIALOG ANTARA DPR PAPUA DENGAN PDP DALAM DEMO TANGGAL 15 AGUSTUS 2000 DALAM HAL NAMA PAPUA ATAU IRIAN JAYA DAN PENURUNAN BENDERA BINTANG KEJORA. DALAM PERNYATAAN POLITIK KETUA PDP SECARA JELAS MENNYATAKAN BAHWA BENDERA BINTANG KEJORA TIDAK AKAN PERNAH DITURUNKAN DI TANAH PAPUA KARENA INI TANAH AIRNYA SAMPAI SELAMA-LAMANYA. PIDATO INI MENDAPATKAN TEPUK-TANGAN MERIAH. HAL INI SUPAYA DIPERJELAS DAN DIPERTEGAS BUKAN DENGAN KATA-KATA DI PANGGUNG UNTUK MENGHIBUR SAJA, TETAPI DINYATAKAN DENGAN PERBUATAN YANG KONKRIT DALAM SAAT-SAAT SEPERTI INI JUGA.

5.      MENDESAK PANGLIMA TNI DAN POLRI MELALUI PDP UNTUK MELUCUTI SENJATA APARAT TNI, KEPOLISIAN DAN MILISI BUATAN INDONESIA (SATGAS MERAH-PUTIH) DI SELURUH PAPUA. MASYARAKAT KOTEKA MELARANG SEGALA BENTUK SHOW DAN DEMONSTRASI KEKUATAN MILITER DALAM BENTUK MENERBANGKAN PESAWAT TEMPUR HAWKS, HELIKOPTER PUMA, TANKER-TANKER PERANG DI TIMIKA, SENJATA-SENJATA PERANG BAHKAN SERAGAM TEMPUR DI TEMPAT-TEMPAT UMUM DALAM KEADAAN AMAN ATAU BUKAN DALAM KEADAAN PERANG. PEMERINTAH INDONESIA DENGAN TNI DAN POLRI HARUS MENGENAL ATURAN KAPAN HARUS MENGGUNAKAN ALAT NEGARA DAN KAPAN TIDAK PANTAS MEMBAWA SENJATA TAJAM DEMI HUKUM. KAMI MELARANG SENJATA TAJAM DIBAWA TANPA ALASAN. KAMI AKAN MENYITA KALAU MEMASUKI WILAYAH KAMI.

 

Kalau tuntutan kami ini tidak dipenuhi oleh Presidium Dewan Papua, maka kami tidak akan meninggalkan tempat kediaman Ketua PDP di Jalan Bestuur, Sentani sampai ada tindakan-tindakan yang tegas dan konkrit, tidak kaku, tidak ragu dan tidak bimbang karena rakyat sudah bulat untuk mati atau merdeka.

Theys Imbau Warga Pendatang Tetap Tenang English version of the appeal

Ketua Presidium Dewan Papua (PDP) Theys Hiyo Eluai mengimbau segenap warga pendatang di Irian Jaya (Irja) agar tetap tenang, tidak panik, dan resah atas kejadian di Wamena. Kasus Wamena adalah kesalahan polisi yang tidak mau menghargai kesepakatan bersama dengan PDP. Masyarakat Irja tidak mempunyai musuh, termasuk masyarakat pendatang di Irja.

Kepada wartawan di Hotel Matoa di Jayapura, Selasa (10/10), Theys menegaskan, warga pendatang yang tersebar di seluruh daratan Irja tidak boleh takut. Kejadian di Wamena sangat situasional. Kehadiran pendatang sejak puluhan tahun silam telah memberi sumbangan besar bagi kemajuan pembangunan daerah Irja. Mereka bukan pendatang, tetapi warga Irja. Mereka telah lahir dan dibesarkan di tanah Irja serta membangun bersama masyarakat Irja.

Masyarakat diminta tetap menjalankan aktivitas seperti biasa. Tanah Irja diciptakan Tuhan untuk semua orang agar bisa mencari makan guna mempertahankan hidup.

Menurut Theys, perjuangan masyarakat Irja menuju kemerdekaan tidak menggunakan kekerasan, teror dan intimidasi serta menjadikan warga pendatang sebagai sasaran. Perjuangan kemerdekaan selalu berpedoman pada
kasih dan damai.

Ini sudah menjadi komitmen seluruh lapisan masyarakat dalam Kongres II Papua. Masyarakat Irja tidak mempunyai musuh, termasuk warga pendatang. Musuh orang Irja adalah kesombongan, rekayasa politik, arogansi, ketidakadilan, pelanggaran hukum, dan penindasan.

Bekas anggota DPRD Irja ini menilai, kasus Wamena terjadi oleh sikap arogansi polisi. Polisi merasa paling mampu menjaga keamanan dan ketertiban sehingga tidak melibatkan tokoh masyarakat dan tokoh pemuda setempat.

"Dalam kesepakatan antara presidium dengan Kepala Polda, Panglima Kodam dan Sekretaris Wilayah Daerah Irja tanggal 3 Oktober 2000, presidium minta agar penurunan dan pelarangan pengibaran bendera di seluruh tanah ini
ditunda sampai tanggal 19 Oktober 2000. Permintaan itu dengan pertimbangan presidium akan menghadap Presiden menanyakan kebijakan tersebut. Jika Presiden mengatakan benar demikian, maka presidium akan menyosialisasikan
kepada masyarakat sebelum polisi turun," tutur Theys.

Apabila pihak kepolisian menghargai hasil kesepakatan bersama 3 Oktober 2000, menurut Theys, kasus Wamena tidak akan terjadi. Sebab, PDP pun mempunyai komitmen membantu polisi merealisasikan perintah atasan di lapangan. PDP tidak menginginkan adanya korban jiwa saat penurunan bendera.

Namun, secara terpisah, Kepala Polda Irja Brigjen (Pol) SY Wenas mengatakan, pihaknya telah melakukan berbagai pendekatan, termasuk dengan PDP, untuk menurunkan bendera bintang kejora. Akan tetapi, PDP tetap tidak memperhatikan imbauan dari kepolisian.

"Secara lisan kami sudah sampaikan, tetapi presidium tidak mau ikut. Kemudian kami bikin surat imbauan agar bendera-bendera segera diturunkan, tetapi tetap tidak ditaati juga. Presidium seakan-akan tetap mempertahankan bendera itu," kata Wenas.

Tetap berjuang

Theys menegaskan, ia tetap berjuang merealisasikan kemerdekaan Irja sebagai hak asasi orang Irja. Namun, perjuangan itu tetap pada prinsip kasih dan damai.

Menanggapi pernyataan Menteri Koordinator Politik, Sosial, dan Keamanan (Menko Polsoskam) Susilo Bambang Yudhoyono agar PDP segera dibubarkan dan menurunkan bendera bintang kejora di Irja, Theys mengatakan, PDP hadir hanya untuk membawa aspirasi masyarakat Irja yang sudah mengkristal. Walaupun PDP dibubarkan, aspirasi kemerdekaan masyarakat tidak akan pudar.

Menanggapi pernyataan Theys tersebut, Ketua Legium Veteran Irja Arief Pamungkas (76) mengatakan, sampai kapan pun Indonesia tidak akan mundur satu langkah pun dari bumi Irja. Irja bergabung dengan Indonesia sesuai
prosedur hukum internasional. Semua negara anggota Perserikatan Bangsa-Bangsa mengakui bahwa Irja adalah bagian yang utuh dari RI.

Sementara itu, mantan Panglima Kodam Trikora Letjen Amir Sembiring yang kini Komandan Kodiklat TNI AD menilai, aksi massa di Wamena merupakan bias dari persoalan politik di negeri ini. Rakyat Wamena sengaja dieksploitasi untuk kepentingan kelompok tertentu. Ia mengimbau rakyat tenang dan tidak terprovokasi oleh hasutan murahan.

Selama dua tahun bertugas di Irian Jaya, Amir menilai rakyat Wamena hidup dalam kedamaian dan sangat menghargai warga pendatang. "Jika tiba-tiba mereka mengamuk, tentu ada yang kompori. Karena itu, saya imbau rakyat Wamena tetap mempertahankan kehidupan damai, seperti yang telah ditunjukkan selama ini," katanya di Bandung, Selasa kemarin.

Gereja-gereja di Irian Jaya dalam pernyataan sikapnya mendesak Komisi Nasional Hak Asasi Manusia (Komnas HAM) atau tim independen lainnya menyelidiki kasus Wamena. Gereja juga minta semua pihak agar menghentikan
kekerasan dalam bentuk apa pun yang mengorbankan warga sipil dan aparat keamanan. Pernyataan sikap itu disampaikan di Jayapura, Selasa. (kor/zal)

Theys Appeals To Settlers To Keep Calm

Chairman Papua Presidium, Theys Hiyo Eluai appeals to all settlers in Irian Jaya to keep calm, not to panic or restless on account of the incident in Wamena. The Wamena incident was an error on the part of the police because they did not abide by the agreement with PDP. The Irian Jaya people have no enemy, and this encompasses the new
settlers of Irian Jaya.

Theys emphasized his message to reporters in the Matoa Hotel, in Jayapura, Tuesday (10/10). New settlers who live all over Irian Jaya should have no fear, Theys stressed. What happened in Wamena was a situational incident.

Settlers who have been around for the last fifty years, have contributed considerably to Irian Jaya's advancement and
development. They are no longer settlers, but citizens of Irian Jaya. They were born and bred in Irian Jaya and have developed the region together with the people of Irian.

The public was urged to carry on as usual. Irian Jaya was created by the Lord for those who can make a living out here to sustain themselves.

The peaceful cause of the Irian Jaya people will lead them to independence, there will be no violence, terror and intimidation, or to make a target of the settlers. The cause of independence is always guided by love and peace.

This is a commitment made by all people represented in the 2nd Papua Congress. The people of Irian Jaya including the region's settlers, have no enemy. Their enemies are, arrogance, political engineering, injustice, legal offenses and repression.

A former Parliament member of Irian Jaya evaluated the Wamena case as a demonstration of police arrogance. The police feels that only they are capable to handle security and order, they did not include local public and youth figures.

"In the agreement between the presidium and the Chief District Police, Commander Military District Commando and the Secretariate Irian Jaya District dd. October 3 2000, the presidium requested that the prohibition on flying and lowering the flag throughout the region, could be deferred until October 19 2000. The request and the presidium's considerations were to be put forward to the President. If the President justifies the subject, the presidium would
socialize the issue among the public before the police will take action," Theys said.

If the police had honored the joint agreement of October 3 2000, the Wamena disaster would never have taken place. The PDP had also committed itself to aid the police in their field operations. PDP has no desire to make victims when the flag will be taken down.

However, Chief Irian Jaya District Police, SY Wenas said that his department has resorted to various approaches that included PDP to lower the kejora star flag. But, PDP preferred to ignore the appeals of the police.

"We delivered verbal messages, of no avail. Then we wrote letters, appealing to lower the flag at once, this was also ignored. It was as if the presidium wanted to defend the flag," Wenas said.

The fight goes on 
Theys emphasized that he would keep on fighting until independence is realized as a compensation to the human rights cause in Irian Jaya. The freedom fight, however, will still be principled on love and peace.

Referring to the Coordinating Minister for Political, Social and Security Affairs, Susilo Bambang Yudhoyono's statement calling for an immediate disbandment of PDP and lowering of the kejora star flag in Irian Jaya, Theys said that PDP 's presence is to channel the Irian Jaya people's aspirations, these efforts are now starting to take form. Although Parliament has been defunct, independence aspirations of the Irian Jaya public will not fade.

Referring to this statement of Theys, Chairman Legion of Irian Jaya Veterans, Arief Pamungkas (76) said that no matter what it takes, Indonesia will not retreat one single step from Irian Jaya soil. Irian Jaya joined Indonesia according to international law. All UN member countries recognize that Irian Jaya is part of the Indonesian
Republic.

Meanwhile, former Commander Trikora Military District Commando, Lt. General Amir Sembiring, now Commander Army Training Commando believes that the action of the Wamena crowd was just a biased expression of political issues in this country.

The people of Wamena were deliberately exploited in the interest of a certain group. He appealed to people to remain at peace and not to be provoked by cheap rabble rousing.

After two years duty in Irian Jaya, Amir reached an opinion that Wamena people live in peace and appreciate the settlers very much. "If they suddenly explode in anger, there must be an instigator behind this condition.

For that reason, I appeal to the Wamena people to maintain their peaceful existence, which has become their trademark all along," he said Tuesday yesterday in Bandung.

Churches in Irian Jaya, indicating their position, have urged the National Commission of Human Rights (Komnas HAM), or other independent teams to probe deeper in the Wamena case. The churches also requested for an end to violence, in whatever form, which have been senselessly sacrificing the lives of civilians and security men. Their position was delivered Tuesday in Jayapura.(*)

JAKARTA, Indonesia (October 10, 2000 - Radio Australia's Pacific Beat)
Human rights and church groups have urged the government to act immediately to stop further bloodshed in West Papua following weekend fighting that killed 28 people or more. (Independence groups say at least 58 people have died.)

The violence started when police tore down separatist flags and shot dead two pro-independence supporters on Friday.

The deaths sparked two days of violence in which police say separatists killed at least 28 people, most of whom had settled in West Papua from other Indonesian provinces.

West Papuan human rights leader John Rumbiak blames the incident on a power play within the Indonesian leadership.

"This president is trying to promote democracy," Rumbiak said. "But it's difficult going from a military system to democracy. The military wants to maintain the status quo to control the country. This problem is causing confusion within the people.

Rumbiak said Jakarta needs to have the political will to peacefully resolve the West Papuan situation. He said it can't be done without negotiations and dialogue.

 KASUS WAMENA BERDARAH BUKAN SALAH PRESIDEN

Jayapura, 10/10 (ANTARA) - Pihak Gereja Kristen Injili (GKI) Irian Jaya menilai, kasus Wamena berdarah yang telah menelan korban 30 jiwa penduduk bukan merupakan kesalahan Presiden Abdulrrahman Wahid, walaupun Kepala Negara mengijinkan pengibaran bendera Papua "Bintang Kejora".

Ketua Sinode GKI Irja, pendeta Herman Saud STh mengatakan di Jayapura, Selasa, kasus berdarah tanggal 6 Oktober di Wamena, ibukota kabupaten Jayawijaya yang timbul akibat penurunan bendera Bintang Kejora oleh aparat kepolisian itu murni kesalahan Presidium Dewan Papua (PDP) yang dipimpin Theys Hiyo Eluay, sebab sebelum Presiden memberikan ijin Bintang Kejora telah berkibar dimana-mana atas perintah PDP.

Agar bendera tidak diturunkan aparat keamanan, Eluay menghadap Presiden, dan dengan berbagai dalih merayu Presiden akhirnya Presiden memberikan ijin bagi pengibaran bendera yang sudah berkibar.

"Eluay memang lihai karena dengan mengatas-namakan penduduk ia berhasil mempengaruhi Presiden hingga memberikan ijin, yang akhirnya menimbulkan berbagai kritikan terhadap pribadi Presiden," katanya.

Ia mengatakan, Eluay juga yang memerintahkan Satgas Papua mengibarkan bendera Bintang Kejora di seluruh pelosok Irian Jaya. Karena itu Eluay harus bertanggung jawab atas korban jiwa dan harta benda yang timbul akibat
kebrutalan Satgas Papua.

Ketua Sinode GKI, gereja dengan jemaat paling banyak di Irja itu selanjutnya mengatakan memang Presiden tidak konsisten, karena sering mengeluarkan pernyataan politik yang kontroversil seperti mengijinkan nama Irian Jaya
diganti dengan Papua dan ijin pengibaran bendera.

"Walaupun begitu Presiden tidak perlu disalahkan, sebab yang sangat berperan dalam kegiatan melepaskan Irja dari lingkungan negara kesatuan RI dan yang paling berperan menimbulkan semangat masyarakat menuntut kemerdekaan Papua Barat adalah Presidium Dewan Papua pimpinan Theys Eluay," kata Saud.

Ia mengatakan, karena dari kejadian itu telah menimbulkan korban jiwa, maka pihak gereja menghimbau masyarakat agar tidak mengibarkan bendera.

"Tapi suara gereja kalah dengan suara Theys Eluay hingga warga Irian Jaya termasuk warga GKI ikut-ikutan mengibarkan bendera Bintang Kejora. Akibatnya jatuh korban dimana-mana seperti di Sorong, Manokwari, Nabire dan paling akhir di Wamena," tambahnya.

Kesalahan Polisi

Ketika ditanya secara terpisah Theys Eluay mengatakan pihak kepolisian harus
bertanggung jawab atas kasus penurunan bendera di Wamena yang menyebabkan
puluhan penduduk meninggal dunia.

"Sebab sesuai kesepakatan antara Muspida Irian Jaya dengan PDP pada pertemuan tanggal 3 Oktober, penurunan bendera Bintang Kejora di seluruh Irian Jaya diundurkan hingga tanggal 19 Oktober.

Tapi tanpa mengindahkan putusan yang sudah diambil oleh pimpinan wilayah termasuk Kapolda, polisi bertindak ceroboh menurunkan bendera. Karena itu pihak kepolisian jelas bersalah dan harus bertanggung jawab," katanya.

Secara moral mungkin PDP salah, tapi secara fisik Polres salah. Jadi tuduhan bahwa PDP bersalah dan harus bertanggung jawab sangat keliru, kata Theys Hiyo Eluay.

Wartawan ANTARA dari Wamena melaporkan, kondisi keamaman di kota itu sudah pulih setelah pihak kepolisian berhasil menahan puluhan penduduk yang diduga menjadi otak kerusuhan. (U.JPR02/JPR01/B/RND01/10/10/:0 13:32)

WAMENA INCIDENT DEVELOPMENTAL SETBACK, SAYS LOCAL LEADER

Jayapura,  - The bloody incident in the Jayawijaya capital of Wamena, Irian Jaya, on Friday (Oct 6) -- which killed 30 persons and injured 45 others -- is a developmental setback for Irian Jaya, an informal leader said.

Chairman of the Jayawijaya Brotherhood Association in Jayapura, Drs Paskalis Kosay, told ANTARA here on Monday the fact that the unrest had claimed the lives of and maimed so many innocent was developmental setback.

According to Kosay, the tragedy could be attributed to the false promises made by the separatist Papua Council Presidium which had misled simple-minded people with the aspiration of independence.

Kosay said the incident would spur teachers and paramedics hailing from other provinces to return to their respective regions of origin.

The Jayawijaya informal leader said the simple-minded indigenous people, who lived at subsistence level, were in great need of development.

"But, the hope for development has been shattered by the (empty) promises of Papuan independence. I am greatly disheartened by the fact that so many people fell victim," said Kosay, who is a former legislator in the Jayapura Municipal Council.

He claimed that the Wamena tragedy could be averted if the security authorities had exercised greater self control and the Papua Council Presidium had tried to establish common understanding with its supporters on the true meaning of the hoisting of the "Morning Star" flag.

"The leader of the Papua Council Presidium, Theys Hiyo Eluay, should be held responsible for the bloodshed in the Baliem Valley town of Wamena," Kosay said.

PAPUA COUNCIL PRESIDIUM CALLS FOR LOWERING OF MORNING STAR FLAG (Date: Tue, 17 Oct 2000 18:34:35)

    Jayapura, Irian Jaya,  - The Papua Council Presidium has called on all indigenous people in the Indonesian province of Irian Jaya to lower the Papuan "Morning Star" flag.
    Presidium moderator, Rev Herman Awom, issued the call here on Monday, following a meeting with the governor of Irian Jaya.  "It was the Presidium which asked the people to fly the flag (in December 1999).  So, it is with a heavy heart that the Presidium serves the call.  But it must be done, because the Presidium is being sandwiched," Rev Awom said.
    He admitted that the Presidium was being squashed between the desire of the indigenous people to continue flying the flag, and the government's ultimatum to lower it by Oct 19.
    Meanwhile, Irian Jaya Police chief, Brig Gen SY Wenas, disclosed that the police have given the people until Oct 19 to lower the Morning Star flag.
    "Let the Papua Council Presidium socialize the decision (on the deadline for the lowering of the flag)," Wenas said.
    The Morning Star flag is still flown almost in all districts of the province, except in Jayawijaya, Sorong, Merauke and Mimika.
    Originally, the flag was to be lowered by Oct 16.  But the Papua Council Presidium  approached the provincial government to postpone the deadline to Oct 19.


No compromise
    Wenas asserted that Oct 19 would be the ultimate deadline for the Papua Council Presidium to lower the flag in Jayapura.  "Other districts should follow suit, until the Morning Star flag is banished from Irian Jaya soil," Wenas said.
    He made it clear that there would be no more compromise after Oct 19. The police chief pointed out that there would be a final meeting with the Presidium on Tuesday evening to seek the best mode of carrying out the decision.
    "But the flag must be lowered and the Papua Council Presidium has been reminded about it," Wenas reasserted. (ant.17/10/2000)
