PERTNYATAAN SIKAP DAN SERUAN UMUM

ATAS SURAT INTIMIDASI UNTUK PEMINDAHAN SECARA PAKSA KANTOR POSKO SATGAS PAPUA PORT NUMBAY

Sebagai tanggapan dari Surat Polri Daerah Papua, Resort Port Numbay, tanggal 30 Oktober 2000, Perihal Penertiban Penggunaan Gedung Kesenian (GKIJ) Irian Jaya, yang intinya secara sepihak memaksa rakyat Papua dengan ancaman kekerasan untuk pindah dalam waktu 3 X 24 jam terhitung 30 Oktober 2000, maka kami masyarakat koteka dalam Dewan Koteka menyatakan sikap sebagai berikut:

KAMI MENILAI BAHWA:

1. Perintah Pemindahan Kantor tersebut adalah tindakan sepihak dari pihak Polres Jayapura secara sepihak, dengan nada memaksa dan mengintimidasi. Tindakan seperti inilah yang telah menyebabkan banyak korban nyawa rakyat sipil tak berdosa. Karena tindakan seperti inilah 10 orang menteri akan datang ke Wamena minggu pertama November nanti untuk memperbaiki cintra Indonesia di muka dunia.

2. Surat intimidasi Kapolres Jayapura tersebut sama sekali tidak menggoyahkan tekad rakyat Papua untuk tetap menggunakan Dewan Kesenian Irian Jaya (DKIJ). Malahan menambah semangat untuk terus maju dan mempertahankan Posko Satgas Papua dengan segala harga: tenaga, dana dan bahkan nyawa. Pembantaian oleh Polri bukan cerita baru, kami sisah-sisah peluru yang ada tidak perduli dengan ancaman apapun juga dengan nada bagaimanapun juga, oleh siapapun juga.

PERNYATAAN SIKAP:

1. Kami menolak dengan tegas rencana pemindahan Kantor Posko Satgas Papua Port Numbay. Pemindahan secara paksa atas nama aparat penegak hukum dan lain-lain tidak diterima karena justru penegak hukum telah menyebabkan korban banyak masyarakat koteka dan masyarat pendatang. Kantor Posko dimaksud tidak boleh dipindahkan dengan dalih apapun, apalagi dalih karena Pemda Provinsi Papua mau menertibkannya. Pemda ada karena rakyat dan DKIJ ada karena rakyat.

2. Dewan Koteka tidak menggunakan pendekatan kekerasan, tetapi kalau Kapolres mau menggunakannya, kami siap menyesuaikan program Kapolres Jayapura. Dan hasil baik atau buruknya dari tindakan Kapolres akan dinilai oleh Kapolres sendiri dengan aparat penegak HAM dan demokrasi di seluruh dunia.

3. Selanjutnya kami mendesak agar Polri secara umum dan Polres Jayapura secara khusus untuk segera menyelesaikan kasus-kasus pembunuhan manusia Papua tak berdosa di tanah Papua seperti sangkur berdarah, Biak berdarah, Wamena berdarah, Sorong berdarah, Manokwari berdarah, Nabire berdarah, Maroke berdarah, dll.

SERUAN UMUM UNTUK PENGUNGSIAN PENDUDUK SIPIL:

Kalau terjadi keadaan darurat dengan tindakan aparat yang membabi-buta seperti isi Surat Ancaman Kapolres Jayapura, maka Pasukan Koteka akan menyesuaikan tindakan Kapolres. Karena itu kami serukan kepada rakyat Sipil Papua (Migran dan Penduduk asli) untuk memperhatikan hal-hal berikut:

Agar semua penduduk sipil TIDAK BOLEH MEMASUKKAN APARAT KEAMANAN (TNI, Polri dan Brimob) ke dalam rumah mereka. Pokok persoalan inilah yang menyebabkan masyarakat koteka mengganggu rakyat sipil di Wamena. Jangan mengulangi kebodohan.
Manakala serangan Polri dan Brimob meluas, kami sediakan tempat pengungsian penduduk sipil sebagai berikut:

2.1 Untuk Jayapura dan sekitarnya di halaman Kantor Gubernur Provinsi Papua.

2.2 Untuk Abepura dan sekitarnya di Kampus Universitas Cenderawash dan Kampus STT ISKIJNE dan di kampus-kampus sekitarnya.

2.3 Untuk Sentani dan sekitarnya di Jalan Post Tujuh sampai Kampus STT Walter Post Tujuh dan sekitarnya.

Penduduk sipil asli dan pendatang jangan pernah takut meminta perlindungan dan mengungsi sesuai dengan tempat-tempat yang diatur Dewan Koteka.

Akhirnya kepada semua pihak kami serukan untuk menahan diri dan belajar menghargai HAM dan Demokrasi dengan selalu mengedepankan DIALOG dalam penyelesaikan segala persoalan hidup kita.

PUBLIC STATEMENT AND A CALL IN RESPONSE TO AN INTIMIDATING LETTER FROM THE POLICE RESORT JAYAPURA COMMANDER TO REMOVE THE SATGAS PAPUA OFFICE IN PORT NUMBAY

As a response to the Letter from Papua Police, Resort Police Port Numbay on October 30, 2000 regarding Removal of the Satgas Papua Office in POrt Numbay by force in 3 X 24 hours time, the Koteka People held an emergency meeting and came up with the following decisions.

WE ASSESS THAT:

1. The order to move the Office of Satgas Papua is an act from the Police without consulting the Satgas COmmeder. The tone of the letter is intimidating and forcing. This kind of action had caused various violations of human rights and murders of innocent civilians. Ten ministers of Indonesia from Jakarta are coming to Wamena this week to show to the world that they are democratic and respect human rights.

2. This letter of intimidation has not yet changed a single determination of the Papuans to use the Papua Arts and Tradition Building in Port Numbay. This letter even gave more encouragement and energy to the Papuans to stand for their cause and sacrifice what they have: time, energy and even their lives. We are the rest of those others already killed by the bullets of Indonesians. We are ready to give what we have. There is no one, with whatever reason, in whichever method, change the determination of the people to be independent from Indonesian neo-colonial power.

HEREBY WE DECLARE:

1. We strongly refuse the plan to move the office of Satgas Papua in POrt Numbay. The removal plan is by force. The office should not be removed.

2. The Koteka Council will never use represive measures in resolving the problems. However, if the Police Commander will use force, we are ready to adapt to his/her plan. The police commander himself/herself will assess the impacts of his/her action to see whether his/her actions caused human rights violations or not.

3. We are demanding the INdonesian police to investigate and punish the murderers of innocent civilians in Port Numbay, Bloody Biak, Bloody Wamena, Bloody Sorong, Bloody Manokwari, Bloody Nabire, Bloody Maroke, and so on.

NOTICE FOR PUBLIC:

If there is an emergency situation after the brutal murder from the Indoensian police as shown by the Letter of Intimidation, The Koteka Force will back up the Satgas Papua and act in response to the Police. We therefore announce to the public (migrants and native people):

1. All civilians MUST NOT HIDE or GIVE PROTECTION TO THE INDONESIAN POLICE IN THEIR HOUSES. This is the main reason why civilians were attacked by Lani people in Wamena recently. The police were shooting Lani poeple while hiding in the houses of migrant civilians. DO NOT REPEAT THIS FOOLISH ACTION.

2. If the attack of Police widespread and uncontrollable, we ask you to move to the places below to take refuge:

2.1 For Jayapura (Port Numbay) and around must gather (take refuge) at the front of Papua Governor Office.

2.2 For Abepura and its vicinity should gather at Cenderawasih University Campus and other campuses in Padang Buland, Abepura.

2.3 For Sentani and around to come to Jalan Post Tujuh, Campus of STT Walter Post and around.

The migrant civilians should not feel scared of coming to these places to take refuge. The Koteka COuncil is here to protect you.

Finally, we urge every party involved to restrain from repressive actions and start to learn practicing principles of Human Rights, Democracy by putting DIALOGUE as the key to resolve all problems in Papua.
