representative for Papuan professional class. Interviewed after attending a
meeting with Chairman of the Presidium Theys H
Eluay, Don Flassy answered koridor.com questions on Papuan issues.

What step will be taken in socializing the result of the secret meeting between
President Wahid and Chairman of the Presidium?
We have to conduct a meeting of our own, before deciding our next move. I can't
tell you yet.
Is the Chairman of the Presidium's return to Papua in order to socialize the
result of the meeting?
The people and the regional government must know what is going on. Certainly,
the Presidium will discuss the mechanism for socializing the result. For
instance, on personnel deployment, who would be
sent to where. We are liberal and democrat, so everybody is free to speak.
Will the meeting be similar to the second Congress of Papuan People, where every
Panel must attend?
Every panel must attend, their accountability report will be requested. Every
panel represented one regency in Papua, with a total of 13 regencies. Those
panel who had provided the work for the presidium. The presidium works with a
deadline of December 2000. Hopefully, before the December deadline fall, we can
establish an accountability report. And by 1 December, Papua independence day,
every panel might return to their regency.
What exactly is the duty that the panel has given the presidium?
There are three major duties. First, resolution that has to be conveyed to three
major countries (Indonesia, Netherlands and United States) that know exactly
about situation in Papua. They know exactly our true situation ever since that
unfair referendum in 1963. We will challenge it, and then re-discussed it with
countries involved. The result of the discussion will be conveyed to the people.
The discussion is in progress. Second is the redefinition of Papuan history.
There are national
and international dialogs for this.
The last one is the struggle for our basic rights. Indonesia must return and
reorganize our basic rights.
All of this must be conveyed to the people and let the people decide. It's not
the presidium's right, it's the panel's right.
Were those issues discussed in the meeting between the president and the
presidium?
The President has already known that there's nothing the people of Papua hide
from Indonesia. It's the Indonesian government that hide themselves.
Aside from flag issue, what is the government's respond on the implementation of
the presidium's duty?
The meeting didn't discuss those issues. We only discussed about the flag
incident, the inauguration of Irian Jaya (West Papua) new governor, security
conditions and regional officers.
Are those officers involved will be discharged?
Yes, there will be a review and it will be managed. There's nothing that this
Papua hide from the Indonesian republic and from the world, it's all open.
Are there any misunderstanding between the government and Papuan's aspiration?
Yes, and it's the Indonesian government the one who misunderstood us. Its
officials, officers and it minister. Panel's duty for the presidium is clear.
The issues are transparent, but Megawati didn't
know. Megawati is not a liberal, and not a democrat. If she was a democrat, she
would realize what is going on and find a solution for it, instead of pressuring
other people.
What is the president's respond on Morning Star flag of Papua in the meeting?
Just like you have already known and have been said by Yorrys. (As reported by

Are officers in Papua blamed?
Yes, they were wrong. They have misinterpreted the situation. The officers have
humiliated the Indonesian government in the eye of the Papuan. (lia / pl)
