Dear Friends,

I am writing to you of the progress made so far in Ireland and asking for your further support.

A. Background

Since the last Papua Congress II 2000, the PDP was given a full mandate to carry out its diplomatic and or political efforts in order to gain International support on:

  1. Re-examination of the 1969 Act of Free Choice (AFC) in West Papua;
  2. Re-examination of the UNGA resolution 2504 (XXIV) of 19 November 1969 in which the UNGA "took note" of the outcome of the 1969 AFC;
  3. Dialogue between Papuan Representatives and Indonesian government at national and if necessary International levels.

To address these issues, the PDP is now making efforts to educate the International community on the above cases, which are legally, democratically and based on human rights principle justifiable and valid.

The PDP has established its offices in PNG and Australia. There are some achievements of the PDP that we are proud of, for example, the two offices of the PDP in PNG and Australia. Also the campaigns under the leadership of the PDP International Moderator have gained serious attention from the governments in the territory.

In comparison to Europe, there has not be significant changes or achievements happen due to various reasons. Therefore, the PDP gave a mandate to me, Sem Karoba, to mediate and or facilitate the possibilities of gaining support from the EU government. Based on the mandate, I myself believe that setting up a euroPress Desk in Ireland is the appropriate way of facilitating the PDP efforts to educate European governments and ordinary people to support the struggle.

B. My Mission in Europe

Therefore, I have initiated to establish a euroPress Desk, under co-ordination with the PDP Moderator for Europe, Mr. Viktor Kaisiepo. Ireland has shown its concern and has given its significant support to the political solution in Timo Loro Sa'e and I believe this country has the same support and sympathy to the struggle in West Papua.

C. Progress Made

Since I came here in mid May 2001, I have approached some TDs (MPs) and am looking forward to meet more TDs at Parliament House in Dublin. I have also delivered One Submission to the Joint Committee on Foreign Affairs by proposing four requests. The major request was to allow the PPD to open its euroPress Desk in Ireland.

The four requests were all unanimously endorsed by the Committee on 11 July 2001 at 06:30pm (Local time).

To make this happen, I have met the Lord Mayor of Sligo, North West of Ireland in order to gain support from him to have a cheap flat to set up the office of the PDP. The Lord Mayor kindly responded positively and promised to contact the Chamber of Commerce and afterwards will contact me for further discussions.

D. Follow Up Plans

I am waiting for the TDs and Lord Mayor of Sligo to return from their holidays in early next month and will approach them and will deliver my second submission, particularly addressing teh Irish government's involvement in approving the UNGA Res 2504 (XXIV) of 19 November 1969. 

The Belgian government, when releasing the two Belgians taken hostage by the TPN, through its Ambassador in Jakarta promised to re-examine its position in drafting and adopting the UNGA Res. 2504. I am here to urge the Irish Government to re-examine its position as well at the UN Security Council meeting in New York early September.

After I get the permission, I will officially set up the office, and will invite Viktor Kaisiepo, Jacob Prai, Ottis Simopiaref, and Fransalberth Joku to attend the opening of the office.

After this, I will encourage my friends and colleagues throughout Europe to hold a PDP Europe meeting before the end of this year and estbalish an European Committee for the PDP. This way will help all Papuans in Europe to become united in our voice and efforts.

E. Request for your Support

To effectively run the euroPress Desk, here are minimum requirements:

E.3 Funding for renting the office (at cheap rate)

E.4 Funding for Periodic travel to all over Europe
