Arrests Made in Papuan Leader's Death

JAKARTA, Indonesia, April 16 (AP) - Indonesia's military said Tuesday that three officers had been arrested in connection with the killing five months ago of Theys Eluay, a Papuan independence leader who advocated dialogue instead of violence.
Maj. Gen. Sulaiman Ahmad Basir said the three men were part of a special forces group based in Papua, where they participated in the military crackdown against separatists who have been fighting for independence since 1969.

``They are suspected of having committed a criminal act,'' Basir told reporters, without specifying what charges the men faced. He was speaking at a military ceremony marking the 50th anniversary of Kopassus, the 4,000-member special forces brigade. The three men, who have not been identified, are being detained at military police headquarters, a military statement said. It said about 100 servicemen and civilians had been questioned about the case.

Eluay was kidnapped and strangled in November by a group of unidentified men after he returned from a dinner at the local Kopassus headquarters. Eluay is the most senior politician killed in Indonesia since 1998, when the army-backed regime of former dictator Suharto was ousted from power. 

The killing has raised fresh doubts about the army's ability to reform itself and cease meddling in the political process.
Indonesia formally annexed West Papua, a former Dutch colony, in 1969 after a U.N.-sanctioned ``act of free choice'' in which about 1,000 hand-picked tribal leaders allegedly expressed their desire for integration. Critics have dismissed the process as a sham.
