Asking for Independent Investigation into the
Assassination of Papuan Tribal Elder, The Late Ondofolo Dortheys
Hiyo Eluay on 11 November 2001 Dear Mrs Robinson, I am deeply concerned about the assassination
of Papuan independence leader and tribal elder, the Late Ondofolo
Dortheys Hiyo Eluay on 11 November 2001. The Indonesian police, military and the
government, including the National Commission of Human Rights and
local as well as national NGOs have failed to transparently and
honestly reveal the name(s) of the mysterious and tragic killer.
The access to thoroughly investigate the case has been so far
denied, including to Amnesty International recently. And the
suspected killers are now released due to the impunity of the
military in Indonesian laws this year 2002. The last and the only hope I have as human
being that love democracy and human rights is on the ONHCR of the
UN, which is also request made by local parliament (DPR) and the
Papua Presidium Council (PDP). I therefore, would humbly urge you
to consider sending UN Special Rapporteurs on Torture,
Extra-Judicial Summary or Arbitrary Executions, and Human Rights
Defenders in addition to the UN’s Chairman of the Working Group
on Forced Disappearances and Special Rapporteur on Indigenous
Peoples, to act under an Independent body to closely observe the
investigation by of local and national NGOs. The failure to fulfill this request and the
absence of independent international observers significantly
threatens human rights, democracy, transparency as well as peace
and stability in West Papua and the Pacific Rim. Please do help
West Papua before it starts bloodbaths and becomes the next East
Timor in my generation and at my home, Indonesia. Yours truly,
