MANIFESTO OF THE BASIC RIGHTS OF THE PAPUAN PEOPLES

Praise be to God

That the Congress of the Papuan Indigenous Society (Konferensi Besar Masyarakat Adat Papua) is the one and only Highest Decision Making/Legislative Forum for Indigenous Societies in the Land of Papua.

Remembering :

1. Universal Declaration of Human Rights 1948.
2. Concept of the UN Declaration on Indigenous Peoples.
3. Article 169 of the ILO Convention in respect of Indigenous Peoples.
4. Decision of the Second Papuan Congress Year 2000 in respect of the Basic Rights of the Papuan peoples.
5. Resolution of the Second Papuan Congress Year 2000.
6. Decree of the Association of the Papuan Indigenous Society, SK LMA No 021/SK-LMA/A/IX-2001.
7. Republic of Indonesia Regional Police of Irian Jaya License No Pol: SI/05/II/2002/INTEL.2 dated 19 February 2002 in respect of permission to hold the Congress of the Papuan Indigenous Society (MAP).

With regard to :

1. The general perspective of the delegates of the Congress of the Papuan Indigenous Society.
2. Reflection put forward throughout the Congress of the Papuan Indigenous Society.
3. Opinions and aspirations put forward throughout the Congress of the Papuan Indigenous
Society.
4. Results of the sessions of Commission A in respect of the revitalization of the Association of Indigenous Societies; Commission B in respect of the Management and Supervision of Natural Resources; and Commission C in respect of the Agenda of Basic Human Rights of Papuan Indigenous Societies.

It is decided that :

1. The land, sea, air and all natural resources are the property of the people of Papuan Indigenous Societies.
2. Land, sea and air cannot be bought and sold by anyone.
3. All agents of development, namely the government, the business world and NGOs must
acknowledge, respect and guarantee the Customary rights of the MAP, the right to life, ownership and prosperity in particular.
4. All development activities in Papuan Customary territory must obtain permission which is legally binding from the Papuan Indigenous Society. 
5. All clans within the Papuan Indigenous Society must acknowledge, respect and value the existence of customary rights of communal use of land (hak ulayat) of the Papuan Indigenous Society both collectively and as individuals.
6. The Papuan Indigenous Society must make use of Papuan Natural Resources in the interests of the political aspirations of the Papuan peoples.
7. The Papuan Indigenous Society respects and is open to working together with outside parties and making use of Papuan Natural Resources sustainably in order to develop the economy of Papuan Indigenous Society.
8. The Papuan Indigenous Societies respects and is open to working together with outside parties within the framework of ensuring Papua as a territory free from violence, oppression and greed
9. The Papuan Indigenous Society respects and values other peoples who live in Papua in a manner which does not discriminate between clans/ethnic groups, religion and race.
