Greetings from the DTP!

As an organisation working on issues involving Melanesia, we would like to inform you of work that the DTP is doing in the Melanesian region. We would also greatly appreciate if you could distribute information of our work to relevant contacts.

DTP will be holding a human rights training program for civil society in Melanesia soon. We have tentatively scheduled the training for July 29-August 9, to be held in Port Moresby, PNG. This training program is for the whole of Melanesia and we expect participants from PNG (including West Papua), Fiji, Vanuatu, Solomon Islands, and New Caledonia.

If there is anyone amongst your contacts that you think might benefit from this training, please let them know of the training and encourage them to apply. We hope the training will provide not only a great opportunity to learn about the human rights mechanisms and structures of the international system so important to human rights, and of course lobbying and advocacy, but also, the ability to meet other like minded people from the region. We anticipate it will be a great opportunity for the cross fertilisation of ideas and opportunities for those in the Melanesian region. I should also
like to point out that there will be no course cost involved to attend the training, and we are currently investigating the possibility of covering participant accommodation/travel costs.

Statement of Identity and Purpose

The Diplomacy Training Program (DTP) is an independent, non-governmental organisation providing human rights education, which seeks to advance human rights and empower civil society in the Asia Pacific region through quality education and training, and the building of skills and capacity in non-governmental organisations.

The DTP was founded in 1989 by Professor Jose Ramos-Horta, 1996 Nobel Peace Laureate and representative of East Timor at the UN for more than fifteen years. Since January 1990, the DTP has conducted 'Annual Training' sessions of three-four weeks in Bangkok, Manila, Darwin and Sydney, as well 'In-Country' training sessions of one to two weeks duration in Australia, Fiji, India, Nepal, New Zealand, Sri Lanka, Taiwan and Thailand.

The DTP has trained over 900 human rights defenders from 30 countries.

The DTP is affiliated with the Faculty of Law, University of New South Wales. It trains human rights defenders working for non-governmental organisations in international human rights law and procedures and in the skills of "peoples' diplomacy", which are strategic advocacy, lobbying, working with the media and using new information technologies.

DTP adopts an applied human rights focus and a rigorous academic method, as well as providing innovative and practical skills-based training. It aims to address and respect the experiences and aspirations of participants, to engage different
cultural and religious perspectives, and, through human rights education, to promote the concept of people-centred, sustainable development. It is solely an educational institution, has no sectarian or political affiliations, and is not
an advocacy organisation.

DTP has counted participants from over 30 countries or constituencies including Indigenous Australia, Assam, Bangladesh, Bhutan, Burma, Bougainville, Cambodia, Canada, El Salvador, East Timor, Fiji, French Polynesia, India, Indonesia, Nauru, New Zealand, Nepal, Malaysia, Palau, Panama, Papua New Guinea, Philippines, Samoa, Solomon Islands, Singapore, Sri Lanka, Thailand, Taiwan, Tibet, Tokelau, Tonga, Vietnam, Western Samoa.

Introduction

The DTP conducts both regional training programs in the form of Annual Training sessions open to all human rights defenders of the Asia-Pacific region and Indigenous Australia, and In-Country Training sessions.

Since January 1990 the DTP has conducted regional training sessions in Bangkok, Manila, Sydney and Darwin, as well as In-Country sessions in Australia, Fiji, Nepal, New Zealand, India, Sri Lanka, Taiwan and Thailand.

The following information relates to the Annual Training Programs.

Participants

Our Annual Training Programs are developed for women and men working for non-governmental and community-based organisations relevant to human rights and peoples' diplomacy, particularly from Asia-Pacific countries and indigenous Australia.
Participants affiliated with organisations are encouraged to apply, but individual applicants will be considered.

Priority in selection goes to women, indigenous peoples, national and ethnic minorities, and active human rights defenders in the Asia-Pacific region. 

Training Methodology

The DTP recognizes and values the experiences and skills that participants bring to the training and share with one another. DTP training is interactive, with an emphasis on group work, role-plays, discussions and simulations. Media training includes
interview or media-conference role-plays with video replay and feedback. Simulations include a meeting of the UN Human Rights Commission or Security Council. 

What Participants Will Learn

While the content will vary from year to year, depending evolving Human Rights practice, the core training focus is on:

* Information on International human rights and Public International law, human rights and humanitarian principles, accessing UN human rights agencies and procedures,regional human rights mechanisms and organisations 

* Practical skills in lobbying, working with the media, "peoples' diplomacy", effective strategies for non-governmental organisations and using the internet for human rights


Trainers

DTP trainers are experienced and highly respected local, regional and international human rights leaders, academics, diplomats, media and UN professionals who understand DTP's philosophy of participatory training.

Language of the Training

All Annual Training Sessions are held in English, and therefore participants are expected to have a good understanding of English. An ability to understand and participate in discussions is essential. 

Partnerships

The DTP greatly values partnerships with other organisations in the Asia-Pacific region for preparing and running both Annual and In-Country training programs. DTP partner organisations are experienced and respected organisations who help the DTP to
identify and select the most appropriate participants for the training program, as well as identifying training needs, trainers and coordinating local logistics. 

Organisations the DTP has cooperated with in the past include: The Institute for Aboriginal Development (Australia); Forum-Asia (Thailand); East Timor Human Rights Centre (Australia); Pacific Concerns Resource Centre (Suva);Informal Sector
Service Centre (Nepal); and the Dept. of Information and International Relations of the Tibet Government in Exilé (India).

In-Country Training Program

Our In-Country training sessions vary from session to session with regards to participants and content. In-Country trainings are of 1-2 weeks duration. They are specifically designed for human rights defenders of one country or a specific sub-region of DTP's focus region of the Asia-Pacific and Indigenous Australia.
